GET LICENSE AUTHORIZATION FOR ACCESS SERVICES CATEGORY “B” UNDER UL-VNO

The Access Service under this authorization covers collection, carriage, transmission and delivery of voice and/or non-voice MESSAGES over Licensee’s & or NSO’s wireline network in the designated Service Area

DoT has introduced the Access Service category ‘B’ License authorization under Unified License VNO (Virtual Network Operators). In this authorization UL (VNO) Access Service category ‘B’ licensee can provide the access services within the District/SSA (as licensed area) through wireline network only.

VNOs are treated as extension of NSOs (Network Service Operators) or TSPs and they would not be allowed to install equipment interconnecting with the network of other NSOs.

Eligibility Criteria Access Services Category “B” under UL-VNO

The applicant must be an Indian company, registered under the Indian Companies Act, 2013 (or a partnership firm or an organization registered under Shop and Establishment Act or a legal person for Access Services Category B ).

UL-VNO Restrictions/Guidelines

VNOs shall not be allowed to own/ install equipment of core infrastructure, i.e., Gateway Mobile Switching Centre (GMSC), Soft Switches and Trunk Automatic Exchange (TAX) or equivalent.
However in case of Access Services Category B only wireline equipment’s are allowed to be installed.

One applicant can have only one UL (VNO). The applicant can apply for authorisation for more than one service and service area subject to fulfillment of all the conditions of entry simultaneously or separately at different time. The tenure of such authorisation will run concurrently with the UL (VNO).

Process How to Apply Access Services License in India Under UL-VNO

• Select Your Services Area where you would be start the Telecom Services.
• Prepared the Requried Documents.
• Fill the Application Form.
• Submit the Application form along with the Expected Documents.
• Wait for the DOT’s Scrutiny of your Application.
• DoT Issued the LOI (Letter of intent)
• Pay the the Entry fee
• Submit the Financial Bank Guarantee (FBG)
• Signed the License Agreement with DoT .
• Finally Recived the Access Service License Copy.
